The Regional Stabilisation and Development Fund (FRSD), an ECOWAS-led initiative, aims to promote peace, stability, and sustainable economic growth across West Africa by addressing key challenges such as youth unemployment, irregular migration, and economic vulnerability.
From October 2019 to March 2026, GAMWORKS served as the Project Executing Agency (PEA) for the Gambia Pilot Program (GPP), the first project under this Fund, financed with EUR 13 million through KfW Development Bank. The program focused on three regions: Upper River Region (URR), Lower River Region (LRR), and Greater Banjul Area (GBA), selected for their high migration pressures and limited economic opportunities.
The GPP adopted a value-chain approach across horticulture, poultry, and fisheries, combining infrastructure development, equipment provision, and technical/vocational training. Key achievements include:
Community Assets: 22 poultry houses, 19 horticultural gardens, 2 fisheries
Education: Construction of student dormitories at USET Annex in Mansakonko (LRR) and Julangel (URR), enhancing access to TVET and promoting gender-inclusive skills development
Independent endline results highlight the program’s transformative impact:
18,552 new jobs created (6,042 permanent and year-round)
58.7% increase in beneficiary monthly incomes
80.7% of permanent jobs filled by youth
100% training completion among beneficiaries
GAMWORKS’ strong execution capacity, strict adherence to technical standards, and efficient financial management were central to the successful delivery of all physical assets and overall program success.
This program stands as a testament to how strategic investment, effective coordination, and skilled implementation can transform communities, create sustainable livelihoods, and build resilience in fragile regions.
